A MULTIFUNCTIONAL HALL TO OPEN DOORS IN RUSE UNDER PUBLIC PRIVATE PARTNERSHIP
Opened on July 23-rd in Ruse will be the new multifunctional hall ‘Bulstrad-Arena’, the material result of public-private partnership between two investors and the Ruse Municipality. "For us this is a project for reviving Ruse. A vital prerequisite for the city to regain its crown of a cultural center in Bulgaria and, at the same, time, to take a well-deserved position in Southeastern Europe as a center of cultural, sport, public and business events", said Plamen Bobokov, President of the Board of Directors at Prista Oil. Together with his brother Atanas Bobokov he backed the project as private investors.
The total amount of the investment is BGN34.4 million. The investors participate with 32.4 mil Levs and Ruse Municipality with 2 mil Levs, in the form of ceded building right and unfinished construction. The investors share that despite the full support they have been receiving over the years on the part of Ruse Municipality, they have also faced its limited capacity. "Any institution of this kind is quite limited, on the whole, compared to a private partner or investor and this creates great discomfort. There is a chance for public-private partnership only if you have a real serious private investor to be the motor behind it. The truth is that if the money of the private business is not there one can hardly speak about the partnership mentioned above. There exist a number of restrictions that prevent majors and municipal councils from making quick decisions, being more imperative, working with vigour. We are now holding talks with the Ministry of Transport to run a railcar from Ruse to Bucharest and back, with one stop at Giurgiu, after the repair of Danube Bridge is completed in September. This is a much faster and cheaper transport than the bus service and this will increase the flow of passengers from both countries. This will also facilitate the access to Bucharest International Airport, which is nearer than the Sofia Terminal for this part of the country and operates in three times more destinations", Bobokov added.
The Hall will have rather good opportunities, a completely different approach and different organization as opposed to the existing facilities in this country to date. It can seat 5100 persons and accommodate some 7500 - 8000 during concerts. It is furnished with special equipment featuring unique acoustics and acoustic insulation that will allow an incredible sound even under the highest requirements for different concert performances. Provision is also made for the smallest detail with a possibility ensured to accommodate all kinds of technical, sports and musical equipment. There is a small conference room and also two underground spacious training grounds with high ceilings. And something very important - "BULSTRAD-ARENA" has an underground parking facility of 40 decares on three levels, for 1000 motor cars. All this makes it extremely suitable for indoor events of great variety by their scale and character – sporting events and tournaments, cultural events, concerts, show programmes, conferences, congresses, festivals, fairs, etc.
